A Small Revolution, One Tissue at a Time
Theme: “Shades of Stuttering – What’s Yours?”
For International Stuttering Awareness Day (ISAD) 2026, the Japan Stuttering Genyukai Association (JSGA), a national network of self-help groups for people who stutter, and the Japan Society of Stuttering and Other Fluency Disorders (JSSFD), an academic and clinical professional organization, will once again work together on a nationwide awareness campaign. This will be the fourth year of their joint initiative.
The JSSFD was founded in 2013 and brings together clinicians, researchers, people who stutter, and others connected with stuttering and fluency disorders. In 2018, the JSGA and JSSFD joined the International Stuttering Association (ISA), the International Fluency Association (now the World Stuttering and Cluttering Organization), and the International Cluttering Association in co-hosting the World Congress in Hiroshima under the theme “One World, Many Voices: Science and Community.” That same spirit of cooperation continues in the ISAD campaign.
A Familiar Japanese Tool for Raising Awareness
The campaign uses pocket tissues containing a small information leaflet. Handing out pocket tissues with advertisements or public information is common in Japan, so this familiar everyday item is a practical way to reach people who may not otherwise look for information about stuttering. Each leaflet introduces basic facts and includes a QR code linking to accurate, research-based information in Japanese on the JSSFD website.
The JSGA launched the campaign in 2017, and the JSSFD joined in 2023. Thus, 2026 marks the fourth year of their joint campaign. Since then, the materials have been distributed in preschools, elementary and junior high schools, universities, boards of education, special education classes for children with hearing and language needs, training programs for Speech-Language-Hearing Therapists, libraries, workplaces, community festivals, school festivals, and public spaces. In 2025, approximately 40,500 packets were distributed across Japan. By placing reliable information in everyday settings, the campaign seeks to replace misconceptions with understanding and to make support easier to find.
A Small Revolution at Kanazawa Station
The nationwide figures show the scale of the campaign, but its meaning can also be found in small, face-to-face encounters. In October 2025, Ishikawa Genyukai, one of the JSGA’s local member groups, distributed nearly 500 pocket tissues around the Tsuzumi-mon Gate at Kanazawa Station. The gate is a well-known symbol of Kanazawa and the station is a busy gateway for both residents and visitors. Five people who stutter, ranging in age from their teens to their forties, took part, including a teenage participant.
Street outreach meant approaching people they had never met. Some people accepted a tissue pack, while others walked past or declined. Calling out to strangers and offering them information required courage. When an offer was refused, the volunteers had to acknowledge the disappointment and turn toward the next person. The activity was therefore not only a way to raise public awareness. It also became an experience of taking initiative, recovering after refusal, and continuing to communicate.
One teenage participant reflected: “Taking the first step made me extremely nervous and anxious, but when someone accepted one, I was so happy. It became a small revolution within me.”
Ishikawa Genyukai plans to hold another pocket-tissue awareness activity in October 2026. This year, the group intends to invite children who stutter and their parents to take part alongside adult members. The 2026 ISAD theme is “Shades of Stuttering – What’s Yours?” By working together across generations, participants can make visible the many shades within one local community: different ages, different speech patterns, different levels of comfort, and different ways of contributing. It will also allow children and parents to experience awareness-raising not as something done for them, but as something they can help shape with others.
Two Kinds of Change
In this sense, the 2026 activity reaches two groups. The first is members of the public who receive the tissues. Accurate information about stuttering may encourage them to think about how they see and interact with a classmate, colleague, friend, or family member who stutters. The second is the people distributing the tissues. Approaching people in the community together can help participants take a step forward themselves while supporting one another. The small act of handing someone a tissue pack can both broaden public understanding and become a new step for those taking part.
Across Japan, tens of thousands of pocket tissues can carry reliable knowledge into daily life. At Kanazawa Station, having even one tissuep pack accepted can also affirm a young person’s effort. ISAD reminds us that progress does not always begin with a large public event. Sometimes it begins when someone takes a nervous first step, hears “no,” tries again, and finds a moment of connection. Ishikawa Genyukai hopes to continue creating those moments – one tissue pack, one conversation, and one small revolution at a time.

Yusuke Matsui serves as Chair of the “Support for Junior and Senior High School Students Who Stutter” Subcommittee of the Social Support Promotion Committee at the Japan Stuttering Genyukai Association; Chair of the External Relations Committee of the Japanese Society of Stuttering and Other Fluency Disorders; President of the Ishikawa Genyukai; a Board Member of the International Stuttering Association (ISA); and Director of “DOMO Sports.” As a person who stutters, he organizes activities in Ishikawa and Toyama that bring together children, teenagers, and adults who stutter. DOMO Sports is an initiative that provides children who stutter with opportunities to connect with peers and express themselves through sports. 金沢駅での小さな革命
全国規模の数字からは活動の広がりが見えますが、このキャンペーンの意味は、一人ひとりと向き合う小さな出会いの中にもあります。2025年10月、全国言友会連絡協議会の加盟団体である石川言友会は、金沢駅の鼓門周辺で約500個のポケットティッシュを配布しました。鼓門は金沢を代表するシンボルであり、金沢駅は市民と観光客が行き交う玄関口です。当日は10代〜40代の吃音当事者5名が参加し、その中には吃音のある10代の若者もいました。
街頭での配布では、初めて会う人に自分から声をかけます。受け取ってくれる人もいれば、そのまま通り過ぎる人、断る人もいます。見知らぬ人に声をかけ、吃音の情報を手渡すことには勇気が必要でした。断られたときには残念な気持ちを受け止め、それでも次の人へ向かいます。この活動は、市民への啓発だけではなく、自ら一歩を踏み出し、断られた後に立て直し、コミュニケーションを続ける経験にもなりました。
参加した10代の若者は、次のように振り返りました。「最初の一歩を踏み出すのがかなり緊張したし、不安だったが、もらってくれたときがすごくうれしかった。自分の小さな革命につながった」
石川言友会は、2026年10月にもポケットティッシュによる啓発活動を計画しています。今年は成人会員に加え、吃音のある子どもたちや保護者にも参加を呼びかける予定です。2026年のISADテーマは「Shades of Stuttering – What’s Yours?(吃音のさまざまな色合い – あなたはどんな色合い?)」です。世代を越えて一緒に取り組むことで、一つの地域コミュニティの中にも、年齢、話し方、安心できる範囲、参加の仕方がそれぞれ異なる、多様な色合いがあることを示せます。また、子どもと保護者にとっても、啓発を「自分たちのために誰かがするもの」ではなく、「仲間と一緒につくっていけるもの」として経験する機会になります。
二つの変化
その意味で、2026年の活動が届く先は二つあります。一つは、ティッシュを受け取る市民です。吃音について正しく知ることで、同級生や同僚、友人、家族など、身近にいる吃音のある人への見方や関わり方を考えるきっかけになります。もう一つは、ティッシュを配る参加者自身です。仲間と一緒に地域の人へ声をかける経験は、自分から一歩を踏み出し、仲間と支え合う機会にもなります。一つのティッシュを手渡す小さな行動が、市民の理解を広げることと、参加者の新しい一歩の両方につながっていくのです。
全国では、何万個ものポケットティッシュが正確な知識を日常へ運びます。一方、金沢駅では、一つのティッシュを受け取ってもらえたことが、一人の若者の挑戦を確かに支えました。ISADが教えてくれるのは、前進がいつも大きなイベントから始まるわけではないということです。緊張しながら一歩を踏み出し、断られても次へ向かい、誰かとのつながりに出会う。石川言友会は、これからもそんな瞬間を、一つのティッシュ、一つの会話、一つの「小さな革命」からつくり続けたいと考えています。
